The most reliable spots for seeing large numbers of waterfowl are in the Raleigh area:
Briar Creek Reservoir
Lake Wheeler Road dairy pond
1010 and West Lake Road ponds
However, Jordan and Falls Lakes are better places to look for rare waterfowl, such as Oldsquaw (aka Long-tailed Duck), scoters, Common Mergansers, etc. One of the best spots is Jordan Lake's Ebenezer Point.
